Mockup v2 — cards-as-nav (option 12).
• No global chip dock. The "deployments / previews / inventory" chips are gone. The user scrolls.
• Filters are attached to the list they filter. Deployments has its own filter row. Previews has its own filter row. Inventory has its own filter row. The Notion way.
• The corner avatar opens a menu with all the cross-cutting concerns: settings, inventory, audit log, sessions, help, sign out. Adds 0 chips to the top.
• Each card has its own actions: Open, Preview, Docs, Share, Redeploy. Adding a new action doesn't add a new chip.
• Scales forever. New meta-surfaces go in the corner menu. New card actions go on the card. The header stays at 3 elements: brand, avatar, sign out.
• Mobile-perfect. Each section is a vertical stack. The corner menu becomes a sheet on mobile.
